Property Maintenance and Repairs

Boards are responsible for overseeing the management and maintenance of Ministry-owned property and any poari matua-owned property. For the purposes of this policy, kura property includes land, buildings, facilities, furniture, and equipment.

Paparoa Street School maintains kura property to keep it in good working order, prolong the life of assets, minimise health and safety risks, and support ākonga learning. We encourage everyone to treat kura property with care and respect.

The poari matua oversees the maintenance of both Ministry-owned and board-owned kura property. The poari matua maintains kura property:

We follow all rules and requirements associated with Ministry funding for maintenance (e.g. Property Maintenance Grant, 5YA funding).

The poari matua delegates property maintenance to the property committee. The property committee reports to the poari matua regularly throughout the year on the condition and maintenance requirements of kura buildings and grounds.

Property inspections are regularly performed by the kaimahi responsible for maintenance. Kaimahi kura should also report any maintenance or hazard concerns as soon as possible so that the kura can address these in a timely way.

We make all attempts to identify, eliminate, isolate, and/or minimise property-related health and safety risks. Any hazards and their controls are listed in our hazard register. We address urgent health and safety issues relating to property immediately, in consultation with the Ministry of Education. See Risk Management.

Kura maintenance planning

We plan for regular maintenance at the kura (including routine and preventative maintenance), which may include day-to-day tasks and general work done by kaimahi kura or specialist work done by a qualified tradesperson.

We also plan for the scheduling and funding of cyclical maintenance (significant planned maintenance work – e.g. painting kura buildings).

ICT network maintenance

Our 10 year property plan includes a budget for maintaining the kura information and communications technology (ICT) network. We maintain our ICT network according to Ministry guidelines and standards, and only use Ministry-approved ICT contractors for maintenance or repairs. Electrical maintenance

We ensure all electrical appliances and equipment at the kura are safe and well maintained. We also ensure any electrical contractor working at the kura is aware of the Ministry safety standards for electrical work in kura. Waste and water management

We manage waste effectively to keep the kura tidy and well maintained and comply with all council requirements. We manage wastewater and stormwater discharges according to council requirements. See Managing wastewater and stormwater on school property Website link icon (Ministry of Education).

Property repairs after an incident

We follow the Ministry of Education's guidance for checking kura property after a major incident to ensure the property is safe for re-entry and to identify any need for repairs. This may involve:

If kura property has been affected by an emergency or disaster, we contact our Ministry emergency response coordinator, who will work with the kura and the Ministry to coordinate the response with relevant emergency services, and ensure the kura is safe to operate.

If we need to make an insurance claim for property owned or partly owned by the Ministry, we contact our Ministry property advisor as soon as possible and before making any repairs, and follow all Ministry procurement requirements. Vandalism

If there is an incident of vandalism, the poari matua immediately repairs the property to relevant Ministry and legislative standards. The poari matua only uses Ministry funding for vandalism to repair Ministry-owned property. We consult our regional property advisor for advice about funding and repairs if needed. If someone deliberately damages kura property, the kura may seek to recover costs from that individual. This includes deliberate damage by an ākonga.
