Kaimahi Funding

Paparoa Street School receives kaimahi funding from the Ministry of Education according to our kura type, roll size, and ākonga needs (e.g. learning support). The poari matua allocates this funding as determined by the kura budget, and legislative and collective agreement requirements.

Roll returns

Paparoa Street School completes a roll return in March and July each year and sends this to the Ministry of Education to determine our entitlement staffing and operational funding. Our July roll return determines our provisional entitlement for the following year.

The Ministry of Education notifies the kura of a guaranteed minimum level of staffing based on our July roll return, and the poari matua uses this information to make decisions about kura staffing.

The entitlement staffing and operational funding for our kura is confirmed each year by our March roll return. Entitlement staffing is either confirmed at the guaranteed minimum level of staffing, or increased to the staffing level required by our March roll. If the kura has continued roll growth after the March roll return, the kura can apply for a staffing roll increase. The Ministry of Education may increase our entitlement to meet required ākonga–kaiako ratios.

We meet our obligations under relevant legislation and employment agreements in situations of surplus staffing.

Banking staffing

The poari matua may choose to manage entitlement staffing through a process of banking staffing. The poari matua may:

If, at the end of the banking staffing year, the kura has overused its entitlement, the Ministry of Education deducts the overused amount from our operational funding.

Employing kaimahi using operational funding

Paparoa Street School uses operational funding to employ non-teaching kaimahi, as well as meeting other operational costs.

From time to time, the poari matua may also request permission from the Secretary of Education to use operational funds to employ kaiako. In this circumstance, we ensure the reason for this request complies with Ministry of Education requirements for employing kaiako from operational funding. The poari matua monitors the costs of any additional teaching resource above entitlement staffing to ensure this does not put the kura at financial risk.
