Enrolment
Our Paparoa Street School enrolment policy and processes comply with the requirements of the Education and Training Act 2020. As required by the Ministry of Education, we use the ENROL system (register of ākonga enrolments) to update enrolments as ākonga enrol, change kura, or leave the kura system. Once enrolled, ākonga must attend regularly. See Ākonga Attendance.
Enrolment conditions
Our enrolment conditions include:
- Ākonga must be
eligible to enrol at Paparoa Street School. Paparoa Street School has an enrolment scheme, which means an ākonga must have their usual place of residence in the home zone, or may apply for a place through an out-of-zone ballot.Eligibility to enrol in a state school may be based on:
- age
- availability of places (if there is a maximum roll)
- usual place of residence (if the kura has an enrolment scheme)
- parental/caregiver acceptance that a kura has a different character (if designated character, including kura kaupapa Māori)
- exclusion/expulsion from previous school(s)
- whether a kura is a signatory to the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 and an ākonga has a valid visa (if the ākonga is an international learner).

- If an ākonga has been excluded or expelled from another kura, the poari matua meets to consider the individual case and accept or decline the enrolment. If instructed by the Ministry of Education to enrol an ākonga who has been excluded from another kura, the poari matua complies with the direction.
- Paparoa Street School is a signatory to the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 and enrols international learners.
Enrolment process
As part of the enrolment process, parents/caregivers are asked to provide
enrolment information. This information allows Paparoa Street School to meet the requirements of the Education and Training Act and is kept securely. See Privacy and Kura Records Retention and Disposal.
Required enrolment information may include:
- paper and/or online forms
- consent forms
- birth certificate or passport
- health/immunisation records
- proof that the usual place of residence of an ākonga is in the home zone (if there is an enrolment scheme).
Before enrolling a new ākonga, we ensure the ākonga is eligible to enrol at our kura. This includes:
- checking documentation (e.g. birth certificate, passport)
- keeping evidence of enrolment eligibility
- making evidence available on request to Ministry of Education staff, reviewers from the Education Review Office (ERO), and others as required.
Once an enrolment is approved, the kura arranges appropriate class placement, orientation, transition support, and learning support (including applying for appropriate resources and funding) as needed.
Class placement
Considerations for class placement include:
- age
- information shared by the ākonga, parents/caregivers, and whānau
- kura assessment of individual social and learning needs
- class composition and available space.
Reclassification between year levels may occur occasionally. Parents/Caregivers can make an appointment with the kura to discuss the potential effects of their tamaiti repeating or moving forward a year. If a shared consensus can’t be reached, the kura reserves the right to make the final decision. The tumuaki has final approval of all class placements.
